Engineering Excellence in The Oleanders at Broadway


The Oleanders at Broadway project is a multifamily affordable housing development that spans five city blocks, featuring 348 units with ground-level parking and 12 townhome buildings totaling 42 units. This development, designed to be elevated 14 feet above ground level, includes amenities such as a pool, playground, and a park. It represents a significant step towards providing mixed-income housing opportunities in Galveston, Texas.


Our role in this project was comprehensive, encompassing a wide range of engineering services essential for the success of such a large-scale development. We provided Civil Engineering, Stormwater design, drainage design, grading design, water utility design, sanitary sewer design, and paving design. These services were crucial in ensuring that the infrastructure of The Oleanders at Broadway met the highest standards for safety, functionality, and environmental compliance.


Project funding for Texas Projects


The project was developed in partnership between the Galveston Housing Authority (GHA) and McCormack Baron Salazar, Inc. (MBS). It aims to provide mixed-income housing opportunities, with 174 public housing units, 87 low-income housing tax credit (LIHTC) units, and 87 market-rate units

Funding for the Oleander at Broadway project came from multiple sources. It was financed with $33.9 million in HUD's Community Development Block Grant - Disaster (CDBG-DR) funding provided through the Texas General Land Office, almost $3.9 million in Low Income Housing Tax Credits allotted by the State of Texas, $51.8 million in tax-exempt bond proceeds, and a $12 million construction loan from U.S. Bank, N.A. The project is managed by McCormack Baron Management and developed by McCormack Baron Salazar, Inc. (MBS), with GHA acting as a sub-developer. The limited partnership that owns the project includes GHA, MBS, and RBC Community Investments
