PROJECT OVERVIEW
JRH Engineering provided complete civil engineering design for a large-lot residential neighborhood featuring 2–10 acre lots in Jefferson County, Texas. The site included an existing fishing pond and required private road permitting through Jefferson County and its drainage district. JRH moved fast by converting the existing fishing pond into a functional detention facility and designing a private road with open ditch drainage — delivering significant cost and time savings over conventional approaches.

THE CHALLENGE
Large-lot rural neighborhoods have a different cost structure than urban subdivisions — infrastructure decisions that add modest cost per lot in a dense development become significant per-lot cost increases when lots are 2–10 acres. Every unnecessary infrastructure element directly impacts the economics. The site had an existing fishing pond that most engineers would have ignored or worked around — and a road alignment that defaulted to curb-and-gutter storm sewer.
JRH's Approach
JRH recognized the fishing pond as an asset, not an obstacle. By lowering the water surface elevation and installing an outfall, the existing pond became a compliant detention facility — eliminating the cost and time of building a new one. Private road design with open ditch drainage replaced what would have been a more expensive curb-and-gutter system, cutting both construction cost and the complexity of the storm sewer permitting package. Individual wells and septic kept utilities simple and cost-effective at the lot level.
The Result
A fully permitted large-lot neighborhood — delivered with existing site features converted to drainage infrastructure and a road design that cut construction cost without sacrificing county approval.
