The Challenge — why Phase 2 moved faster than Phase 1

Phase 2 permitting moved faster than Phase 1 because the hard work was already done. The infrastructure investment, the agency relationships, and the approved drainage framework from Phase 1 all carried forward — compressing the Phase 2 schedule and reducing the engineering and permitting scope.

JRH’s Approach

Rather than start Phase 2 as a new design problem, JRH extended the framework Phase 1 had already put in the ground. The 100-year overflow path along the existing Phase 1 roadways was carried into Phase 2, and Phase 2 detention was tied into the Phase 1 system as one integrated drainage approach across the full 140-acre development. The permit package referenced the existing approvals and credited the constructed infrastructure, so county and TxDOT review moved on a shorter path than Phase 1 had taken.
