JRH extended the drainage framework Section 1 had already established rather than designing a second system alongside it. The 100-year overflow path along the existing Section 1 roadways was carried through to serve Section 2, and water and sanitary service came from the existing city and MUD district infrastructure — so no new utility extensions were needed. The Section 2 permit package referenced the Section 1 approvals and credited the constructed drainage, and MUD utility connections were coordinated in parallel with drainage district review.
