What a 5-Over-2 Podium Building Is
A 5-over-2 podium building stacks wood-framed residential floors over a concrete or masonry base that holds parking, retail or amenity space.
Developers use it to add units on infill and mixed-use sites without moving to an all-concrete or steel frame.
Getting it through structural and fire review takes early coordination.
JRH Engineering is a Structural Engineer, Civil Engineer and Land Development firm serving Texas, North Carolina and Florida.
JRH guiding principles are: Engineering Excellence. Delivered on Time. Built on Value.
How the Code Path Works
The International Building Code's horizontal building separation provision (Section 510.2) lets the podium and the wood-framed building above be treated as separate buildings for certain height, area and construction-type limits when its conditions are met
Those conditions include a fire-resistance-rated horizontal assembly between the podium and the building above and noncombustible construction in the podium
Local amendments, occupancy and sprinkler design change the details, so the architect and code consultant confirm the path for each project
Structural Design Challenges
Load transfer: wood bearing walls above rarely line up with podium columns, so transfer beams or thick slabs carry them
Lateral design: wood shear walls above and concrete or masonry walls below behave differently and must be tied together
Shrinkage: multiple stories of wood shrink over time, affecting plumbing, elevators and finishes
Wind: coastal sites add higher design wind pressures and uplift
Foundations: heavier loads at the podium often need deep foundations on soft or expansive soils
Site and Civil Coordination
Detention pond or underground storage for a dense footprint
Utility capacity for many units on one parcel
Access, fire lanes and parking counts
Project: Oleander on Broadway, Galveston, TX
This 350-unit mixed-use project shows the civil side of the dense, multi-use sites where podium buildings are common.
350 residential units with commercial space on 9.8 acres in Galveston
Federal and private funding; $111,000,000 construction value
Read the full Oleander on Broadway case study
Challenges
No storm sewer outfall was available on the island site
Federal funding added compliance requirements
Objectives
Manage stormwater within the site.
Deliver a complete civil package for a large mixed-use development.
Solutions JRH Engineering Provided
Civil engineering building pads, grading, drainage and two public roads
A bioswale detention pond system using the site's sandy, permeable soil
Results:
Remote outfall connection eliminated
City of Galveston drainage requirements met within the site
Podium Buildings in Texas, North Carolina and Florida
Texas
Cities adopt and amend the IBC locally; coastal sites in designated catastrophe areas follow TDI windstorm rules. See Structural Framing Designs for Commercial Buildings in Texas.
North Carolina
The NC Office of State Fire Marshal lists the 2018 NC codes as current, with 2024 pending.
Florida
The Florida Building Code 8th Edition (2023) references ASCE 7-22 wind provisions.
Frequently Asked Questions
What is a 5-over-2 building?

Why do developers use podium construction?
It adds residential stories over parking or retail without an all-concrete or steel frame.
Which IBC section allows podium construction?
Section 510.2, the horizontal building separation allowance, when its conditions are met.
What are the main structural challenges?
Load transfer, lateral design between wood and concrete, wood shrinkage, wind and foundations.
Who confirms the code path?
The architect and code consultant, with the structural engineer coordinating the design.
Does JRH Engineering obtain building permits?
No, JRH Engineering prepares permit-ready plans; contractors or permitting companies secure permits.
