Texas: Detention Requirements Triggering Civil Engineering
The Project
JRH Engineering delivered civil engineering design for an 11.25-acre office condo business park in Katy, Harris County, Texas, with new public road access to Interstate 10.
The Challenges
A traditional on-site detention pond could have consumed a meaningful share of developable acreage
Storm sewer approval required separate sign-off from both the Brookshire-Katy Drainage District (BKDD) and the City of Katy
The new public road required TxDOT coordination for I-10 access
The Objectives
The developer needed to maximize leasable acreage while keeping TxDOT, BKDD, and City of Katy approvals moving together rather than sequentially.

Pursued regional detention pond credits through BKDD instead of designing an on-site detention pond
Coordinated TxDOT, BKDD, and City of Katy reviews to run in parallel
Resolved floodplain fill mitigation within the site design itself

North Carolina: Flood Zone Permits Triggering Civil and Structural Review
The Project
JRH Engineering provided civil engineering design for a new duplex in Charlotte, Mecklenburg County, North Carolina, located within a FEMA-designated flood zone.
The Challenges
The flood permit required the driveway and building pad elevated approximately four feet above existing grade
Three overlapping frameworks applied at once: FEMA flood zone rules, the property's existing flood permit, and Charlotte's stormwater ordinance
Elevating the lot's grade risked adverse drainage impacts to neighboring properties
The Objectives
The developer needed a single grading and drainage design that satisfied all three frameworks without affecting adjacent properties.

Designed grading to the flood permit's exact four-foot elevation requirement for both driveway and building pad
Directed stormwater to compliant outfall conditions consistent with Charlotte's ordinance
Incorporated a third-party flood study as reference documentation to keep the design consistent with existing permit conditions
Result: A fully engineered grading and drainage design satisfying FEMA, the flood permit, and Charlotte's stormwater ordinance simultaneously.
Florida: Stormwater Requirements Triggering Civil Engineering
The Project
JRH Engineering delivered civil engineering design for a 25,000–30,000 SF warehouse facility in Cocoa, Brevard County, Florida.
The Challenges
Tractor-trailer dock operations competed with stormwater infrastructure for the same site area
The warehouse roof and pavement created a large impervious area requiring significant detention capacity
Brevard County's stormwater criteria, under St. Johns River Water Management District jurisdiction, called for capturing the first inch of runoff
The Objectives
The developer needed truck operations and stormwater management to coexist on one site plan, sized to the full impervious footprint.

Established truck turning radii and staging areas before finalizing the drainage design
Sized detention to the complete impervious footprint of the warehouse and pavement
Prepared a SWPPP consistent with Florida stormwater requirements
